For smooth transformation of these services, Model Career Centres (MCCs) have been set up to provide standardized employment services across the nation. In order to make these MCCs effectively functional, the ‘Young Professional Scheme’ was launched by NICS, Directorate General for Employment (DGE) with an aim to transform the emerging landscape of Employment Services and Career Counselling in India.  Keeping in view the existing staffing pattern at the Employment Exchanges (EEXs), it was felt that for the effective operationalization of these Model Career Centres, a professional manpower would be required to assist in carrying out NCS related activities and to infuse fresh perspective and professionalism in the working environment. Thus, the ‘Young Professional Scheme’ on the lines of erstwhile Planning Commission was launched by Directorate General for Employment (DGE) with an aim to utilize the knowledge, energy and fresh way of thinking of these young social leaders to help better transform the emerging landscape of Employment Services and Career Counselling in India. The descriptions for certificate(s) to be furnished by the candidates are as under:-</div><div><br /></div><div>(i)   The SC/ST candidate must attach category certificate as per the format (Annexure-I).</div><div><br /></div><div>(ii)  OBC Candidates must attach certificate issued by the competent authority as per the format (Annexure-II) for Central Government jobs along with certificate that the candidate does not belong to Creamy Layer. Date of issue of Certificate should not be earlier than one year on the date of Interview.</div><div><br /></div><div>(iii) Reservation for Economically Weaker Sections (EWSs) shall be applicable as per Govt. of India policy vide Office Memorandum No. 36039/1/2019-Estt (Res) DoPT dated 19th January, 2019 and 31st January, 2019.</div><div>The persons belonging to EWSs who are not covered under the scheme of reservation of</div><div>SCs, STs and OBCs shall get 10% reservation.</div><div>EWS Candidates must attach certificate issued by the competent authority in the form prescribed as per Annexure-III. Date of issue of Certificate should not be earlier than one year on the date of Interview.</div><div><br /></div><div>(iv) Criteria for Orthopaedic Physically Handicapped (PwD): OA & OL Category:</div><div><br /></div><div>•The candidate must possess a valid document certifying his/her physical disability is conforming to judgment of Supreme Court of India i.e.: “With the approval of the Ministry of Health & Family Welfare, Govt. of India vide letter no. 18018/2/2009-ME(P-1) dated</div><div>17.02.2009.</div><div><br /></div><div>•Candidates with disability of lower limbs between 50% to 70% shall be considered and in case candidates are not available of such disability in the category, then the candidates with disability of lower limbs between 40% to 50% will also be considered, as  per decision in the Writ Petition (Civil) 184/2005-Dr.Kumar Sourav Vs. UOI & others in the Supreme Court of India.</div><div><br /></div><div>• The Medical Board issuing certificate shall conform to guidelines of Ministry of Social</div><div>Welfare and Empowerment, Govt. of India. </div><div><br /></div><div>•The disability certificate should be issued by a duly constituted and authorized Medical Board of the State or Central Govt. Hospitals/Institutions and countersigned by Medical Superintendent / CMO /Head of Hospital / Institution.</div><div><br /></div><div>G. Mode of Selection/ Selection Procedure:</div><div><br /></div><div>Written Test/Interview or both, as per the decision of the Institute authority.</div><div><br /></div><div>Further, If there are more than 20 candidates for any particular post (s), then written exam would be conducted. 15 top merit candidates for each post would be shortlisted for interview. The marks obtained by the candidates in         written examination will be qualifying in nature for short-listing the candidates for Interview only.
